OATS Phase III requires member firms to submit daily reports of all manual orders. This is in addition to the requirement to report electronic orders. The Broker Dealer is responsible to ensure they are capturing order receipt times, creating a properly formatted file and electronically transmitting these times into the OATS system on a daily basis even if you have not been reporting electronically previously. In short, if you are using paper order tickets without a way of transmitting the proper information into the OATS system you are not in compliance.
